An actor dressed as SpongeBob, in a yellow short-sleeved shirt, red tie, braces and brown checked trousers, bounces forward with his hands up and a huge grin, then balls his fists by his face in pure excitement.

Appears to be Ethan Slater from the Broadway SpongeBob musical. He sings, "This kind of day couldn't get much better, but it keeps on trying," so it suits a day that keeps delivering good news.
